2e22e4d5b4 Fix contradiction 
The function description says that partial URLs may work, but a note
says otherwise. We fix this contradiction, thereby integrating user 
note 116150.

d0f5b88a93 Fix supported number range 
libbcmath neither stores the decimal point nor a trailing nul byte,
so actually numbers with up to 0x7fffffff digits are supported,
if there is sufficient memory.
