Christoph Michael Becker 913a662cc3 is_numeric() accepts strings in octal notation
Albeit these are not recognized as octal, what does not matter for
is_numeric(), though.

<literal>0xf4c3b00c</literal>) and binary (e.g. <literal>0b10100111001</literal>)
notation is not allowed.
