7160bbaa9d Moved filter information into filters.xml and: 
- Separated VALIDATE from SANITIZE (and MISC)
- Sorted lists alphabetically (by constant name)
- Removed constant intro, am rewriting a new one (will add soon to filters.xml)

ef4e5befd0 Fixes an issue mentioned in a user note by (php AT ekips DOT com) on 2009-03-04. Apparently folks want to get the hour and minute from %R, not just the hour and hour again. Duh.
