fdccfb5a64 Grammar fix arising from r327743 (thanks to bjori for pointing it out). 
Additionally, make the notes actual note elements, and reorder the changelog to
be in the usual descending order, since I already have the file open.

1ad5ef04d9 Add pathinfo() to the see also list on filetype(), since we got a user note 
over the weekend that suggests that people who find filetype() might actually
want pathinfo() instead.

966013e33d Integrate user note 48364, since it's correct about the limitations of 
strip_tags() with regards to tag length.

Also add a couple of full stops, because that's how I roll.

b67b1b4f37 Remove the changelog from array_key_exists(), since this change never actually 
shipped in a stable version: the array_key_exists() changes in
42feeddd4072d094d376a2cd96f0255d7def9a8c were reverted by
45572a498ab40d729d2aa0f3b080f029c91d8f9d well before 5.3.0 was released.

Also, add a note to document the "undocumented" behaviour and point at
property_exists() even more strongly — there's no point hiding it, since it
causes actual bugs (as I've just found out in ##php).

ca01897d64 Fix doc bug #63027 (dechex may convert numbers up to PHP_INT_MAX) by clarifying 
that PHP treats the parameter as an unsigned int, and working through some of
the implications of that from a userland perspective.
