Nikita Popov e5f1a5a296 Update the charset table for htmlspecialchars() et al.
* Add ISO-8859-5 (with ISO8859-5 alias); add MacRoman
* Add aliases SJIS-win and XP932 for SJIS; add alias eucJP-win for EUC-JP
* Remove ancient inline version data
