   converts special HTML entities back to characters.

   The converted entities are: <literal>&amp;amp;</literal>,
   <literal>&amp;quot;</literal> (when ENT_NOQUOTES is not set),
   <literal>&amp;#039;</literal> (when ENT_QUOTES is set),
   <literal>&amp;lt;</literal> and <literal>&amp;gt;</literal>.
