d0f5b88a93 Fix supported number range 
libbcmath neither stores the decimal point nor a trailing nul byte,
so actually numbers with up to 0x7fffffff digits are supported,
if there is sufficient memory.

af4410a7e1 Normalized the sgml-default-dtd-file local-variable line for those 
still using this, after discussion on the phpdoc list.
From now on, manual.ced will need to be found at ~/.phpdoc/manual.ced.

This commit covers many files.
The CVS file phpweb/manual/php3.php will exist to store [most of] this info.

52accafdfe major update of INI stuff: 
with the update in the software, we are now able to catch more ini entries that were using the magic cfg_get_*()
minor tune in script

we are still lacking a better PECL integration, which is in my TODO list
~
