WebPI is (in the process of being) discontinued
Thus, it doesn't make sense to recommend this tool. To my knowledge, there is no alternative now to setting up IIS and PHP manually, what is already described elsewhere in the install book. Cf. <https://blogs.iis.net/iisteam/web-platform-installer-end-of-support-feed>.
