This function returns a new instance of class
<classname>DomAttribute</classname>. The name of the attribute is the
value of the first parameter. The value of the attribute is the value of
the second parameter. This node will not show up in the
document unless it is inserted with e.g.
<function>DomNode_append_child</function>.
